City-specific pairs are not tracked yet. On BestChange those are exchanges with a city attached - usually cash in a specific city. All other standard pairs are included in the daily snapshot.

No. Each subscription covers one exchanger, and you only get full analytics for the listing tied to your verified account. You will see limited top-level information about other exchangers where comparisons require it, such as how your limits or position stack up on a pair, but not their private dashboard or account data.
